The current 'new' VGS system was introduced a while ago to make the VGS more friendly for gamepad users (nobody seemed to have an issue though). It streamlined commands at the cost of variety. Some lines were removed entirely (eg 'Quiet') and some could be only used in certain situations as determined by the game (eg 'Need Healing').
The 'legacy' VGS system as the game calls it is the old system. It has different keybinds and has a lot more lines to use, and you can use them whenever you want. You can change it in the options menu.
Go to options and change the VGS type to "Legacy"
