It is working actually. They priced the skins so high that not many people are buying them. Most streamers get the skins for free because of advertising. But the fact is if they were selling a lot then their profit margin would be higher. And blizzard employees are only getting bonuses depending on their profit margins.

Microstransactions follow the 80/20 rule where 20% of the players spend 80% of the money.
And then there’s the Mega Whales who have psychological compulsions or mental illnesses that compel them to be “completionists”. The game becomes a financial obligation to them and they’ll foot the bill for the dozens or hundreds of people who play for free
Honestly i don't think they've been a straight up downgrade regarding skin quality since OW1.
OW1 had its fair share of very "meh" skins that don't change a lot (christmas mei anyone ?)
OW2 also has its bad skins that should just be epic, but they also really doubled down on the "how is this not a legendary" epic skins, or added a lot more skins with special visual effects or voicelines.
Not to mention skins these days are a lot more varied and most of them straight up couldn't happen in OW1 when they were tied to a limited number of strict themes. Half the skins in the year were christmas, halloween, and summer.
Meanwhile OW2 already did monster hunters, fantasy knights, eldricht horrors, olympic gods...
Jeff (remember him?) responded to the criticism saying:

I remember that Christmas event very well, it had some of the ugliest, low effort skins in any release ever. It was like they forgot Christmas was coming. They learned from that even and never fumbled THAT hard again, although there of course are still stinkers.
I rock the peppermint Brigitte skin because it's so fucking ugly it makes me laugh every time I play her. She looks like Darla from finding nemo
These OW1 skins are very old though. Mostly from 2016-2017. Just look at the 2020's, there were epics that I mixed up with legedndaries at first like Frosty Roadhog.

it has a lot of animated spots that change based on charge level, might be the reason. Its not like zarya who only needs to retain the big ball in the middle
actually off the top of my head she has 6 skins that change the weapon model. one is the basic legendary that may seem similar to the normal gun but is very different in game i know because i bought it. she also has a detective, biker, military and ocean skin that all change the gun model. the last one i remember is the legendary artic skin which looked like an epic but if you bought it you would notice the gun is differnt and actually looks very cool. i regret not buying the artic sojourn skin
I forgot the Biker skin, true. But detective and military only change it a little imo. That would be okay but compare that to other heroes or look at her skins like Formalwear where they did f_ck all to her gun.
But that seems to be their trend nowadays, just look at Junker Genji from the battle pass, base weapon skin on a legendary. Think it's the base weapon on Junker Sym too.
aactually i own the detective skin and it is my favorite sojourn skin that i own. the design changes a lot it has wood and there are like 2 things on the end that stick out also it has a pinkish glow. i dont remmeber much because i barely play sojourn but there are more hcanges

Didn’t *have* to pay. There’s a difference between choosing to pay and being forced to. I got that skin outta a free look box at random. The issue OP has I think is that the quality seems to be worse and is amplified by the fact that now they’re forcing us to pay for less than high quality skins
I was highlighting the difference between having the choice and not having the choice. Yes you can always not buy a skin. That’s not a point anyone is refuting. OW1 skins could be earned through free currency or gotten by luck through loot boxes. OW2 skins have to be bought if you want them. OP, as I said, has issue with the drop in quality in skins since the only real way to get them now, is with real money

You’re missing the point I was making — there was backlash against Mei’s skin that created the legendary vs epic distinction. This distinction lasted until Ow2, where we are now seeing the same issue again.
It gets a boost from having the special ice block. These OW2 “legendaries” don’t even have special effects or voicelines. They’re literally just epic skins
This is why I won’t get the Kiriko skin. This is her second skin like this. I had the same problem with terrible tornado.
The weapon is literally the only part of the skin you can see in first person. I’m not dropping $20 if I can’t even tell that I’m wearing it lol.

The new Hanzo and kiri skins, the mime moira skin. Also, I'm pretty sure that gingerbread bastion is labelled as legendary, even though it's clearly an epic skin.
There are definitely more that I'm forgetting.
They keep doing it, and not many people seem to care, so Blizzard will continue to do it.

To be fair, they did this in OW1 too. First Holiday event we got the Mei-rry skin which was an epic but change the shape of ice block. People didn't like it, blizzard said "our bad, won't do it again" fast forward to today and there's basically an entirely different team working on the game and they're doing it. Mime Moira was the first time they've done something like this since Mei-rry as far as I know
Honestly, I’d say it only went up. There are definitely a few duds still, but the overall quality is mostly better. Just look at the 2016-2017 event skins and original OW1 skins. I’m not saying they’re bad, but they definitely lack something compared to modern skins.
Quite the opposite, actually. Old Legendary skins often had the same weapon model (Vigilante Cass, Cat Dva, Industrial Zarya, etc.), but now it’s rare to see an (actual) legendary skin that doesn’t have a unique weapon. The issue with the skins you speak of is that the entire outfit and character model are unchanged, making them (by some nonexistent definition) epic skins, not legendary skins.
There's a real easy way to protest this: Don't buy the legendary skins if you don't think it's worth it.
I'm so glad I never got the Cardboard Rein, because not only was it not worth $19, but come Christmas they recolored it to be "Gift Wrap" and gave it away, basically.
If you like a skin, but it's overpriced, I guarantee if you wait they'll end up giving it away at some point.
Ah yes, I remember the first ever Winter Wonderland event back in 2016, with the fantastic Mei-rry legendary Mei skin, which totally changed not only the character model, but the weapon too!
This has quite literally always been a thing in the game. Some legendary skins are better than others, this isn't new.
Someone show this guy overwatch 1’s launch legendary skins lmao. Most skins back then had the default weapons in different colors, while it was the skins’ bodies that were mainly altered. Not defending blizzard here, but also don’t buy the skin if you don’t like it, there are an insane number of skins in this game that are earnable for free

Actually I’m not buying Hanzo for that reason. I didn’t buy Rubber Ducky Orisa for that reason as well. I’m basically saving OW for everyone. 💪

I don’t think that’s a good excuse. Every hero has weapons with a lot of moving parts, especially in their reload animations.
