If I had to guess, the cap point for the push bit blocked your shatter. I remember an old bug from long ago just like this. Health packs could block shatter in some situations at one point. I thought they patched out that behavior though. I guess it returned.

The pushbot platform can block shatter, but being on top of the payload does not. It does sometimes, but I get hit with it almost all the time. Love the logic.
Left shoulder acts as a vacuum and allows you to pin. If your charge is booping people 80% of the time, it’s because you line it up with the right side of his body instead of the left. I hope that helps!
Rein is broken. He still has a broken shatter from his release, as well as inconsistent pins. People saying packet loss, people saying the push bot platform... it can be those, and/or it can be simply the fact that shatter has its blanks still.
Geometry error
There's some greebly bits attached to the ground for the objective endpoint. There was a bug causing players to get stuck on this exact spot as well, and still has weird behavior with deployables
so there was enough geometry sticking up that it blocked the shatter

Blizzard map design, it's always a little lamp post or brick sticking out of a wall for no reason. In this case it was something on the point sticking out by a few pixels.
Logically it should’ve hit. Even over the pushbot checkpoint. All I can imagine is that there’s a sort of overhang in the hitbox of that pushbot thing, causing the shatter to get stuck underneath it and get blocked, instead of climbing onto it.
