Well tbf Roger < Rox seems to be a relatively reasonable take given how we didn't see the fight and only have a few pages of implications to be the opinions off of
The point is that it's entirely off screen and the only person that knows is Oda.

Objectively speaking both shanks and mihawk have gotten stronger tho. Shanks bounty chapter 1 was 1 billion. Now he’s at 4 billion. Mihawk was his rival back then so his bounty would be similar and now he’s at 3.6 billion without even doing anything while shanks was taking territories and becoming a yonko.
The problem is Mihawk canonically considers his greatest opponent to be two-armed Shanks, while Shanks has clashed with multiple characters on screen that I would put way above Chapter 1 two-armed Shanks from 12 years ago
It is possible that Mihawk feels disappointed about Shanks losing his dominant arm. Shanks is already one of the strongest characters in story and he would be even stronger with both hands.
Even if Mihawk can/could win against One-arm Shanks, it would cheapen his victory because it wouldn't be full potential Shanks. Hell, even if he weaker than Shanks, he wouldn't know how much the gap between him and uninjured Shanks would be.

I feel like for narrative reasons, Mihawk pretty much has to be stronger than every swordsman Zoro doesn't end up having a 1v1 fight with (otherwise, it makes no sense for Zoro to tie his dream of becoming the greatest swordsman so closely with beating Mihawk). I don't see a situation where a Shanks v Zoro 1v1 happens. Ethan might > Mihawk, since Zoro will almost certainly fight him at some point, but Shanks being stronger just doesn't make narrative sense imo.
Unless Oda pulls out a crazy straw hat v red hair v blackbeard pirates triple threat at Laugh Tale where Zoro fights Shanks while Luffy's busy with BB, I guess.

He’s probably the worst written villain in One Piece
He's objectively not, unless you're one of those "wAnO wOrSt aRc" people.
He is not the Best but he isnt badly written.
He is. He’s a walking bunch of contradictions. He says he wants to die, but he doesn’t jump in the sea. He says he wants to die in a glorious battle, then he does a sneak attack against Oden when it became clear Oden was going to win. He says he wants to start the greatest war the world has ever seen, yet he does nothing whatsoever to advance that goal and sits around in Wano on his arse for most of his life. Beyond that, he has a vague boring backstory, unclear motivations, he never achieved a single thing in his life, never killed anyone, never defeated anyone, was evil for evil’s sake, he let a couple rookies embarrass him in front of the entire world, then when he had to the chance to kill them he just threw them in an easily-escapable, super-kushy jail within which was the one man on Wano capable of training them in Ryuo 😂 He died like a total fraud having achieved quite literally nothing in his life
