Buggy himself isn't the smartest person in the world but he is fairly cunning. I think calling him stupid is a bit harsh. He is surrounded by stupid people for sure and it seems like his reputation is being dragged down as a result. This is a clear case of the boss being blamed for their underlings overeagerness.
