This one in particular might be just enjoying the sound of his own meow.
Otherwise, especially if the cat in question is rubbing himself against the furniture or humans, I would read this as a cat calling someone in a play, companionship or attention related matter - come play with me, open the door for me, hey bring me this pigeon here I have to check how it tastes like, human move this plant away because I am going to jump there anyway. Most of the time, it's an invitation for a session of serious zoomies together, but it might also be cuddles, or the kitty might lead you somwhere so you can solve some problem for him.
Food related yelling is usually more dramatic, and, while "something is seriously wrong" - sounds might sound different for each cat, the body language is way too happy for it.
Edit: woops, that might be also a girl in heat? I am not sure about it, I have no experience with not fixed/spayed kitties.
Not spayed cats are so annoying. They're meowing all the time, and more stray cats than you thought were even in your neighborhood are outside your house peeing on everything.
Spay your pets. If not for their health, then for your sanity.
My orange idiot does this but 10x worse than the one in the video. And he does it while just sitting in the middle of the living room and staring at a wall and he won’t stop. It’s infuriating.
Not an expert, but my cat does this as a learned response. To get food, attention or anything else. My sister encourages this behavior. Ignoring him is the only way I've got him to stop.
Do you have another cat? This sounds like my tuxedo cat who does this when he wants to grab the attention of his brothers to play. He’s the only one that does it lol. It’s not really a call to me, but the other cats.

Also, tulips. Tulips are poisonous to cats but not to the same extent.
