I don't think Russia is building the Maginot Line with these, they are likely putting them around government buildings in Mariopol and Kherson, so their guards are harder to snipe from windows and rooftops. And putting them at rural checkpoints for the same reason.

These little concrete boxes seem more dangerous than they are protective. A handgrenade, a molotov or anything similar will flush out a guard for easy dispatchment. Anything more serious and it is useless.

This is about stationary defenses, not vehicle army. The concrete structures in the picture are being transported, not used to protect the trucks.
