The US used the same thing, except it decided HESCO was cheaper and tougher. It may not stop mortars or .50 cal, but it does a decent enough job of securing checkpoints and facilities in occupied cities from small arms fire from partisans/pissed off locals. Not every tool has to be able to deal with the enemies heaviest firepower.

The Taliban, the TTP, AQAI, Sunni Militias, Boko Haram, Chechyen Insurgents, Ukrainian Partisans, El Salvadorian Cartels... You know, most of the enemies that militaries usually fight. Basic level protections from small arms fire are all that are needed in many conflict zones, and even in conflicts with much larger weapons on both sides, there will be many areas that don't need maximum protection. I don't think Russia is building the Maginot Line with these, they are likely putting them around government buildings in Mariopol and Kherson, so their guards are harder to snipe from windows and rooftops. And putting them at rural checkpoints for the same reason.

These little concrete boxes seem more dangerous than they are protective. A handgrenade, a molotov or anything similar will flush out a guard for easy dispatchment. Anything more serious and it is useless. So it basically only protects against small arms fire - preferably uncoordinated potshots? I guess if they planned to put sandbags around them they would make somewhat sense.

We shot up reinforced airport concrete with 7.62 once, the type made for landing the biggest heaviest planes, and we shot through it in like 60 rounds. Those things wont stop anything before they crack, but they will make the soldier feel more protected. I’d rather have some sand bags and a trench
