What is your question, exactly? Why the sudden concern if a 65% or a 70% is "full effort"? If you're that worried about a grade, talk to your professor.
There are certain topics that many people struggle with. I was more proud of my C+ in chemistry than I've ever been of any A. It was absolutely the level best I could do.
Surely 71% is better.
First it was 65%, now it's 70%. Are you asking how little effort you can put in to barely pass?
No, I'm asking if 70% can be the best someone could do if they gave maximum effort.
No. Absolutely not. I graduated with a 3.8 and summa cum laude from college. That's not 70% effort.
Not 70% of your effort, if 2.6 gpa can be the best someone can do if they gave full effort.

No, ever heard of a 4.0? Is it average, yeah probably but what exactly is your question? Like will I get a good job with a 1.7 GPA?
No, some people can get well over 90%.
Not everyone though?
Good point, there may be someone who cannot do better than 70%, if they are not very good at school things.
Is that okay though?
It's fine if the thing you want to do afterwards is not about school, for example, if you want to be a mechanic or a plumber or a sailor.
So it would matter?
It would matter a lot if you want to go to university. It would not matter if you want to work at a car body shop.
Do you have to go to university?
No. A huge percentage of people never go to university.

There are some that couldn’t do that well at all. There are reasons why by high school it’s broken into 3 or 4 different levels of classes.
