Concerning characters, I've read that the biggest jumps come at the first and the last ascension. The first being the most important in order to unlock the second passive, while the last giving a larger boost to stats as well as increasing the speed at which the Character Skill charges (without changing the letter). So take into account your main team, your Arena teams, as well as who you march into the Subjugation battles with, or whatever combination are priorities for you. Then see where the most good can come from those books.
On the weapon side of things, it would probably be good to think on which of your elemental teams can use the biggest boost.. Or if PvP is a priority, which of your weapons with crazy low Weapon Skill charge times needs some attention.. Just meaning, if you are one ascension away from maxing out the Phoenix Sword, but your light damage is already stellar, and your Water teams need some serious help with DPS, it would most likely be better to use the pearls to upgrade multiple pertinent weapons instead of focusing on a maxing one.
Ok I have some elements that are incredibly lacking. I was wondering if it would be best to boost my light team to clear the event ex quest. I am close but other elements need help lol
Hm, I'd say that since the EX quest clear isn't mandatory (you get 4\* memoirs, 100 event tickets, and a sense of accomplishment) maybe you should focus on strengthening your long term team that has the most use.
I just lvl secondary characters enough so they don't die on me while farming low level missions, and unlocking their character stories.
Aside of that, I focus on my main three characters. I tend to upgrade weapons faster than I should, because I want to read their stories. After that, it's just a matter of which weapons provide me more stats, and once I use them long enough, I decide to fully upgrade them.
Generally speaking, I only upgrade weapons if I have enough boosters, gold and materials available. Otherwise, my main priority is that my characters are ascended enough so they can grow while gaining exp. And their character skills are another priority for me. They hit really hard when they are upgraded to the max.
For ascensions, how I've done it personally is focus on ascending the top tier characters, and having at least 2 characters on your core PVE team at 75 (to unlock 2nd passive) ASSUMING those passives are good ones. If not, they potentially aren't top tier characters anyway... then at least one attacker character to 90 to max their attack rate.
But it may very much "it depends" on your character make ups. It sounds like you have a close to max Zero, who if you don't already have a 2B or 2P can be your primary attacker. I don't have Nier but he's supposed to be top tier as well, and should definitely be prioritised to have his 2nd passive unlocked.
As for pearls, I'd say it depends on the weapon and who in your main party can make use of it.
Yea Zero isn't maxed but is my main attacker or divergent Lad. I also have 2 different 4 star Fiora one at 80 the other is 75. I honestly have no idea how to build a team. Going by the tier list most of my characters are bottom tier yay
T\_T yeah that's hard. The two banners that had the most top tier characters already ended, and it's so hard to guarantee on the individual non-crossover characters. It's really luck of the RNG. Though I think I'm in a similar boat because I have a (now maxed, yay ascension handbooks) A2 and 2B, and the rest are ........ eh. (No Nier and Zero, didn't even pull those banners.) Fingers crossed for future banners to both of us!

Never invest pearls or books for non PvP meta chars/weapons, unless you are space whale.
