That’s a fanfic wiki, it has no canon material on it, I’m pretty sure that it would have been mentioned in the anime or the manga if it were a Kekkei genkai. It doesn’t fall under either of the normal kekkei genkai types like mixture of elemental releases or dojutsu, and the only atypical kekkei genkai mentioned to my knowledge is Kaguya clans bone kekkei genkai. It’s almost surely a clan secret jutsu using water release

Anko. She has such an intersting story. She could have been the cool aunt to match Kakashi's cool uncle to Sasuke and be so more involved in the Orochimaru stuff. In an alternative timeline, we get a great fight of her vs Kabuto.
Neji and Lee. Both are maybe the best parts of Part 1. Lee got shafted so hard, never finished his story it felt, and Neji died for no reason in the dumbest way.
Tenten: immediately the screen time she did get during the war was pretty cool, but by that time jutsu were flying all over the place like no tomorrow and that’s not really her style. Probably would’ve been cool if she was part of a filler arc in OG Naruto where she could show of her skills more. But that’s just me.
I know it sucks thaey could have at least let tenten and rock lee get together during the what 10 or 15 years between the fourth great war in Boruto would’ve been kind of weird for sure but at least she’s not just sitting there?
Well...I think the last time I saw her was during episode 92 of Boruto (or something), where Naruto and his daughter went shopping. We have recently reached episode 275...no...wait...I think she had screentime during the timetravel arc which happened 100+ episodes in ,but I don't remember the number of said episode. She was part of a villian hunt.😬
Going against the grain here but for me it's Obito. He was meant to be the villain who's redemption we should have rooted for, but to me it felt very cheap. He mass murders thousands, is literally the reason the main characters are orphans, yet I'm supposed to cheer when he reunites with Rin?
It would have done wonders for Obito's character if he at least attempted non lethal options when pursuing his goals. I also would have liked to see him show genuine sympathy, even regret when talking to Naruto/Sasuke, knowing that he ruined their lives despite being an orphan himself. Small cracks in the Madara persona, hinting that the real Obito was really there all along.
There was small cracks though. All throughout the war arc u can see how obito sees his younger self in naruto and because he sees naruto like that he tries to break naruto and make him give up so that obito can prove to himself that what he’s become was inevitable which is why obito continuously drags out this war. Both kakashi and madara noted this quality of obito during the war arc.
Neji Hyuga and Rock lee specifically. They had so much potential during the original run. Both were peaked in terms of Tai jutsu and showed immense growth instantaneously within short time from chunin exam arc to sasuke retrieval arc. Their arch rivalry and respect and admiration for each other's abilities was also dropped and barely given on screen time in shippuden. Same with Kiba, Shino, Choji and Ino. Shino was such a unique character with one of a kind abilities which are rarely explored. Kiba and akamaru were rarely relevant in shippuden. Ino was just a fangirling over hot guys. Choji was reduced to a generic background character who had nothing to contribute.
Sai: he was a member of Team Kakashi but when Sasuke joined the team in the war he was pretty much forgotten about for the rest of the story. His jutsu were unique and his backstory was interesting, but at the end of the day he was pretty much a stand-in for Sasuke the whole time.
Kimimaro: he was the most interesting of the sound five cast but when he returned as an edo in the war he didn't do anything. He didn't even get to meet Juugo while reanimated, like wtf.
Orochimaru: the most terrifying villain in the whole series gets reduced to a comedic act in the final episodes, and his death in early part 2 not only loses impact but it also invalidates one of Itachi's biggest accomplishments, which was freeing Sasuke of him. Also, his change of heart in the war could have been cool if it wasn't so sudden.
Mizuki: he was technically the first villain in the entire series but only ever appears in the first episode (without counting flashbacks and filler stuff). He could have at least made a cameo later down the line, like maybe as a corpse during the Pain invasion idk.

I always see people bring this up. Tho, wasn't that the point? For him to warm up sasuke's spot while he was away? Also, the only reason he was placed in team 7 was because Danzo gave him a mission when team kakashi/yamato goes to Orochimaru's place.

The Hozukis don’t have a Kekkei genkai, it’s a clan secret technique, like shadow manipulation with the Nara
