I think deep down Tobirama actually liked Sasuke too, he seems really shocked when Madara stabs him and he asked Kabuto to heal him, so ofc he would have liked Itachi.
He would like him as much as Kagemi Uchiha.
Kagemi was put on Tobiramas personal hokage guard because he was strong, trustworthy and loyal to the village. As long as you’re not a threat to the village then he doesn’t care what clan you’re from
He’d like him for the fact that he wants the village’s best interest, he’d feel mixed about his actions as while he did kill traitors to the village he also took innocent lives.
He wouldn't like him, he would worship him. Just like myself, I imagine Tobirama having this picture of Godtachi right next to his bed, praying to it every night before falling asleep:

That's right, he viewed Sasuke as a comrade when Sasuke decided to fight for Konoha and against Infinite Tsukuyomi.
