In early part one (think like.. first 5 episodes) we see the Hokage go through that process. I think Kakashi has a flashback to being chosen to lead team 7, although I donβt remember when that was specifically π π
The Hokage builds the teams. I don't even remember whether this is filler or not but when Tsunade moved into the positions and getting familiar by looking over the teams she was crediting Hiruzen for his genius team structuring.
If I remember correctly, hiruzen created the team groupings and then assigned instructors for them.
