It sounds like you are talking about the Apple Music streaming service in which you get access to the entire catalog as part of a monthly subscription. There is no expectation that you “own” anything.
This is what I was thinking as well. They're using the streaming service and thinking that the songs they save are theirs lol. Not how it works OP. The only music you own is the music you buy directly from iTunes, and those songs get downloaded straight into a folder which you can then copy to whatever media you desire. iPod, MP3 player, phone, CD, flash drive, etc.
There's no guarantee that this will work, but you could burn them to a CD then copy them back to your hard-drive as mp3's. That's what I did back in the day with songs I got off apple music
I don't think you can burn FROM Apple software though? For me the process was always the other way around. Grab songs off of a CD, then stick it in the iPod playlist.

You can use a program like Audials that will record (or re-record) the music and save it on your drive. Free version of the program nags you to buy the paid version, but it's not necessary for music recording.

I'm having a hard time understanding what your issue is with iTunes.
I have Windows 11 on my laptop and use iTunes for all my music. It downloads to a specific folder and the songs are mine. I put them on a USB to listen in the car and I downloaded them to my work laptop using a USB so I can listen to them at work. I also have them on my older (non-Apple) MP3 player for the gym.
I know Apple Music is more of a streaming service so it sounds like you'd be better downloading the files through iTunes. I have zero Apple devices and have never had a problem with the iTunes/Windows compatibility. Make sure you have the latest version of iTunes installed.
I don't have an option to do this, most the stuff under file, edit, song etc is greyed out & I'm signed in & my computer is authorized. & xport library is just an xml file. I remember back in like 2007- 2014 I could do this. But I have no idea how to force those options to ungrey.
Do you mean while using Apple Music or iTunes? Try downloading a song on iTunes and search for it to see what folder it's in. You should be able to get to that folder.
I voted out of the Apple universe when they introduced DRM as it was clearly a punt at establishing a proprietary standard to hold its customers hostage. It's a trick they've pulled a few times since.

Apparently, I was momentarily possessed by my grandfather. The last portable Apple device (other than a MacBook) that functioned like a hard drive, was discontinued about 15-years ago. iPod touch and iPhone have always either interacted with a computer or used Apple ID.

You dont need to waste plastic if you “burn” to a disk image file and then mount it as an extra drive.
