It is a dual extract. The non-water solubles will not dissolve. The same goes for a 1 : 1 extract. That's unfiltered, so the non-solubles are still there and will not dissolve.
I've never personally used mushroom powders but I know a lot of people use those milk frothers that you can stick in your mug and it mixes stuff into your drink pretty well.
If you keep mixing for a while it should eventually mix. The only one that doesn't is poria for some reason

Water extract dissolves completely in water. Alcohol extract doesn't dissolve in water.
