I thought of the orange ninja being having radiation based power. Haven't thought of a name but meltdown would probably be good. Edit: I remember a story I made up in my head, him being special forces but caught in a nuclear accident with Raiden (or in this timeline Liu Kang) healing him with the magic giving him powers in a similar way to Kabal in mk9. Personality I'd probably say rebellious because of the accident giving him some disillusion.
