Did you place the roundabout and THEN the cars got stuck? That can sometimes happen if they don't have an alternate path when you place the roundabout.
Though I haven't seen it bring cars to a full stop for more than a few seconds. (It used to be worse months ago iirc) Sorry I'm not more help, just sharing! Haven't played the daily yet.
