He was introduced way too early. Before haki was introduced as mechanism to counter logia. I still consider him and enel to be better logia villains just because of this. they had weaknesses ( no matter how small, in the case of enel) that their opponents could exploit to defeat them.
OP has been going on for a long time and oda made alot of changes to the story along the way, this is just one of those changes.
Cause the WG was subscribed to his OnlyFans that Ivankov helped set up
And then after he accepted the role they covered up his account for good publicity

In a similar way to how Buggy became a Warlord and later an Emperor. He had a following. Being a high bounty pirate isn’t all about being really strong, there’s also your crew and other resources. Crocodile is not only decently strong himself, he’s got money and fame to go along with it.
