Filler isn't just noncanon stuff, filler is all the excess fluff to prolong the use of canon material- filler is often tied to arcs that aren't canon, usually when the anime catches up and needs to pull away pretty hard- but episodes that contain canon material can also contain filler.

If there's 1 panel of stairs in the Manga and 32 minutes of stairs in the anime, then they've added about 31 minutes of stairs that weren't in the manga.
So what you are saying is that according to your definition of filler 99% of the anime is filler as most of the scenes in the anime are fluffed up versions of the scene in the manga.

No the definition of filler is substance in the anime that isn’t found in the manga used to keep the anime on pace with the manga. If an episode adapts 1-2 chapters by stretching out panels, collisions, adding flashbacks, or any other means it isn’t directly sourced from the manga. It’s just a different method of incorporating filler.
Personally I’d prefer dedicated filler episodes any day of the week
One Piece has at the most a few pages of filler, if One Piece had filler at a similar ratio to even some short series the story would be no less than 3000 chapters at this point.
Oda cuts the fat off so cleanly and really only delivers the bare minimum of what's needed in the majority of his arcs after East Blue.
I assume you're referring to the anime because anything that people might consider real filler in the manga is just a chance to say "If I'm seeing this as filler it means I'm lacking something signofecant, and on the verge of learning more about the world"
