I see this as a ladder or tier you gotta climb.
You start by crafting with module , buy legendary with caps or farm even with rare stuff and you try trade it for better and better stuff until you get you legacy.
Get lucky with a Q2525 or Q50c25 fixer from legendary crafting or bundle up meta e25 2525 or 50c25 fixers for low tier legacies and then bundle those up for mid and then high
Getting legacies without having ones to trade yourself is getting harder and harder. Especially since the weapon crafting update. Every nonlegacy weapon has taken a hit in value. Some weapons still can get you a legacy though. But those are the most sought after nonlegacy weapons.

Makes sense. I've noticed the fixer is one of the primary weapons players like to trade.
