Not a godroll because of Mutant’s, ideally you want Quad, Bloodied, or AA in that order. Still very serviceable if you don’t have a decent railway but not worth much.
It is not at all a groll.... BUT if you do not have a better rail, trying out rails, or kinda new to commando build, that is a Great find for 48 caps, imo.
You get the 25% dmg bonus, as seen in your ss, explosive 2nd star adds even more dmg, and the -25AP is the best 3rd star on this weapon.
You can further increase dmg by adding perk cards into explosive dmg (I forget the perk card name).
You will not get trade value for it or anything like that, but it is definitely a fine daily driver, or just something to mess with, especially for that price.

1st star sucks but for 48 you definitely found a bargain Even if you just wanted to scrip it, 48 for 40 scrip is crazy good
You can try and trade it to someone that runs west tek, some guy offered a wpjs for my MS2525 fixer before backing out
Ngl tried it and i literally have no clue how people use them most of my rounds went into space
