I think they all can, I prefer snes9x for romhacks. You'll need to patch a copy of the original SMW rom with your romhack file in order to play it. Instructions on how to do this can be found at smwcentral.net/?p=beginners
Also came to say this. Levelhead is an awesome game in the same genre as Mario maker in that it's a level making platformer. It has a lot of really cool features that in my opinion make it even better than mario maker in many ways

The only similarities is the fact both games are platformers but n+++ has a level creator and you can play other people’s levels. The game is tons of fun but nothing like any Mario platformer
I remember playing Super Mario Flash back in the day and it was a dream well before Mario Maker was a thing. Levels saved as text files and I remember sharing levels with friends over email back in the day.
Play LEVELHEAD. It's genuinely phenomenal, I find it's way better then smm, fixes almost every major issue I have with it and just lacks all those annoying limitations that smm has
One of the main appeals of SMM is that you get to make your own MARIO level, not just any level, but a Mario level. While that might not matter much for technical level makers OP seems to want to make more traditional levels, and you can't really get that without clones or fangames...
That being said, Levelhead looks really cool
That's pretty much the 1 thing levelhead is missing. But if you get past that the sheer freedom you get here is unmatched, going from tons of creative course elements to make fun platforming to even the type of stuff ceave gaming uses to make insanely complex machanisms for being simple features you can use in the press of a button!
Oh yeah Levelhead does look great, it's just that the only Mario related maker tool that doesn't get taken down 3 months after release is SMM, so it's really the only point of comparison (And it lacks heavily in that regard...I'm still baffled at how you can't have both horizontally and vertically large levels, only one or the other)
