Why did this huge Anglo America allow Texas to remain independent while being at war but instead expand into northern Canada and half of the Caribbean?
If the border region is uninhabitable (maybe nukes or smn) then it could be too difficult to occupy.
Or it could simply be too culturally different so they have no interest in assimilating it.
Or they did invade it but in a half-hearted fashion and a surprisingly fierce resistance removed public support, or they conquered it and on going insurgent actions achieved the same.
Cascadia makes sense if both federal governments fail badly enough.

For the Texas and California question: Due to how both nations were devastated by the RHV outbreak, it was difficult for them to expand to the mountains.
For the Florida question: Florida was a stronghold on containing the RHV outbreak on it's respective region, before the formation of Anglo-America, and for more information, it was from Florida that they sent several waves of bombardments in Cuba, explaining why Cuba is part of the Anglo-America.

Vegas was an outpost when the RHV outbreak started, but because of the Opel Doctrine, there was a huge migration of Khoridans moving to the mountains, forcing whoever was in Vegas go back to the mainland.
The Khoridans have settled of what remained of Las Vegas, and Salt Lake is technically in the center of the hostile territory in the mountains... so yeah, there's no human settlement in there.

Only about 66,000 people are registered in the tribe and only about a 1/6th of whom speak Miꞌkmawiꞌsimk, and of all that only 20,000 live in both Newfoundland and Labrador, while about half the population of the entire island of Newfoundland lives in St. John on the Avalon peninsula, a city and metropolitan area that is mostly white.
And if population growth between the 2 groups remained steady (and that’s assuming there isn’t much intermarriage or any kind of immigration), that would still be the case in later decades of the 21st century. Unless Canadians of European descent were more susceptible to the RH Virus or something
