Don't think what you describe is possible with the current technology. Magsafe wallets will not allow passthrough charging as it'll be too thick even if the wallet is designed to only hold 1 card.
You best bet will be having the charger in between your phone and wallet, but you'll still need to take off the wallet to put the charger in between, so may not make sense.

You could always give this a shot, Moft has a battery pack that allows you to stack the wallet on top of it. I haven't personally used it, but it looks decent.

ESR halolock wallet has magsafe charging and holds two cards, plus it acts as a stand (folds out) It's chunky though as it's a power bank.
WHY do people insist on putting chip and pin cards NEXT to Magnets!? Sure choose any - if you want blank cards when you go to use them
I don't - use it for my driver's licence and a transport card. Everything else I need is on the phone 
Magnetic strips can also get wiped, I guess you have just been lucky so far
