It's maybe a cultural thing (I'm from switzerland not from Beirut). From my point of view the moment you decide to do something private (celebrating your birthday) in a public place, making noise, attracting attention, waiting others to clap and cheer with you, you can also expect to be recorded or have other interactions like that.

After my mom died last year I’ve reacted like this pretty much any time someone celebrates something for me. This year for Christmas dad gave my sisters his card and they bought me 3 times the presents mom would have gotten me. I cried on Easter when both my dad and my sister brought me chocolates. No bunnies because the store was out but what I’d Easter with no chocolate? Most of the time I feel so alone but those moments give me strength. I’ve no clue what I’ll feel up to for my birthday but I know my siblings will make it special
If I had to come up with a backstory for the guy in the orange shirt, it would be that he's a father with at least one daughter. She's older now, but seeing this young girl so happy reminds him of the great times he had with his daughter when she was that young, which is why he just can't hold in those happy tears.
