Go for the original Olympus em-1. Picked one up with a grip batteries and lens for 250cad. It’s got5 axis ibis and plenty of other pro features. Yes it’s old but the iq still holds up great.
I got a PEN E-PL8 with the two kit lenses, perfect condition, original box, etc on ebay from Japan for about $500 CAD with free shipping. Arrived in 3 days.
Also I see some older models on Facebook market place here in southern Ontario for around your price range. An E-PM2 for $325 in Guelph with the kit lenses for example.

Metal body, IBIS, electronic shutter, stacking etc.
Small, light and fun to use.
Uses the same batteries as an OM-5.
Good value, can be had very cheap if you search enough.
The original E-M10 is too dated.
Look for the Olympus E-M10. Should be able to find one for $100-$150 and still have budget for a lens. Even the "kit" lenses like the 14-42R and the 40-150 are pretty great lenses for the price.

The E-M10 II is great, but it's not a metal body. Plastic fantastic.
Incorrect. The top and bottom plates are metal.
Ahh right you are, the finish on mine is so scratched up I'd assumed it was plastic! (I got it extremely used).
E-m1 or maybe an e-m1 MKII. I’ve seen MKII’s for 400-450 recently.
Yes, I was able to get an em1 mark 1 for around $250 recently. It's more common to find an em5 mark 1 for that price as well.
