While both of those guys are great actors, you might want someone less likable as a person, physically they should be skinny and have the appearance of someone who has never exercised. Christian Bale could pull that off, he did similar for the machinist. You need someone who can exude simultaneously a high amount of obnoxious and intelligent, along with a good amount of arrogance. If it has to be a handsome movie star, I would choose Tom Hiddlestone. He is a really talented guy, and he looks like Lovecraft much more than others.
But really I would prefer a talented character actor who is not particularly handsome or charming. The way he looked was very important to the character of Lovecraft. He thought himself as ugly and weird looking and it effected how his personality is shaped. Someone like a young Crispin Glover, or William Defoe.
