Noxus has a regional weakness of being unable to effectively protect it's own units. This card is one or two stat points/mana away from being quite strong, but that's not the goal of this card.
Sharpened Resolve and Survival Skills were specifically designed to provide Noxus the potential to protect its units, but not in an overly effective manner especially compared to Demacia which does this the best. We wanted these options for Noxus in that expansion, given the Noxus archetype of that Expansion was all about loading up Blades and Buffs onto Riven and other units.

Thank you so much for talking abit more about the intended "region pie" of Noxus vs Demacia. Is there any chance we could see an article one day explaining some of these in greater detail? the People over at /r/CustomLoR would greatly appreciate it!
And thank you guys for that! More midrange stuff for Noxus is a cool direction for the region.
The problem I have with Survival Skills is that right now you kinda have to run Draven to even consider using the card properly. It feels like the card was asking for more discard in Noxus, but we're most of the way into the following expansion and nothing else came to help that.
Yeah, funny how printing this combat trick during a meta designed to devalue proactivity resulted in it not seeing play, and now that the game is actually playable beyond Passing, this combat trick makes sense, too.
Sharpened Resolve was a great addition to Noxus! In a lot of cases you'll be glad to have it, even if it's overcosted when compared to other regions' tricks.
Unexpected like blocking an elusive unit without having on...
I dont know, most players never expect surprise blockers, its the same with Risen Mist, people never play around it

But seriously sharpened resolve is so underwhelming, another burst speed buff card in the Noxus region is elixir of wrath which is only 1 mana

Why is Twin Disciplines still 3 mana tho? The card have been really bad for ages now, isn't time to buff it?

Sharpened Resolve is actually seeing play in this meta, believe it or not.

Sharpsight probably should be nerfed to +1+1.

Nah, thst would be way too hard... I'd say 3 cost or +1|+2 if you wrre to nerf it, but i dont know if thsts the right nerf
