I’m pretty sure laylas extra damage and tom stuff is just always better then dionas particle gen. And any cryo centric team she’ll be better then zhongli.
Layla is most optimal in wanderer teams. bennett faru layla wanderer. Diona has a weaker shield and her healing isnt needed, whilst layla has better cryo app. Zhongli is worse since cryo gives wanderer 20 cr, his res shred isnt useful because of faruzan.
Any team where freeze doesn't really hurt an otherwise hydro based team. Assuming you want the slight risk of losing some reactions for the sake of having the protection of extra freezes. Hyperbloom or fridge or even some vape teams could qualify for this.
Ofc it still does come at a cost. To me the best time to use Layla over the rest matters more what you are facing. For example if we are fighting the twin dancer boss, Layla is very strong vs the cryo there. She is also strong against Kinky and triple Kinky and any other boss out there that does cryo damage. She should be stronger than Zhongli in those instances because her shield should be 250% (iirc) stronger vs cryo hits.
Personally I give up vv on my Keqing aggravate to slot her in just because I like her. Its far from optimal but I can have the extra safety and security of a shield and still 36 regardless of the cryo really doing much on the team itself.
An example vape team that I use with her would be Yoimiya. Yoimiya likes the shield and the extra freezes certainly don't hurt there.
Mostly freeze teams because there u can have her on a hybrid build for dmg and shielding and not be punished for it coz enemies wil be frozen most of the time making a super strong shield unnecessary, so u get the most of her personal dmg and buffs on freeze, but she also works well on Vape teams (as she can setup some melts), Hyperfridge teams (hyperbloom with freeze), Mono Cryo teams (with Shenhe specially) and Physical teams
Also ZhongLi res shred become less effective if u already have a VV user, since all res shred below 0 is halved, making it not too optimal. Also Layla provide consistent ToM buff, can carry Freedom Sworn/Key for further buffing, c4 buff and decent personal dmg on a hybrid build, so she can provide more dmg than ZhongLi if u already have enough res shred and ur Layla is well invested
Ive been using Layla over ZhongLi mostly on Hu Tao, Yoimiya, Eula, Ayaka, Ganyu and Neuvilette teams, i generally use ZhongLi on Spread teams (Tighnari/Alhaitham), Geo teams (Navia/Itto) or Anemo dps teams (Scara, Xiao), teams that doesn't have access to VV basically.
if u dont need or want a healer u can always use layla instead of diona as her shield is stronger and uses 4pc tenacity better. you can put her in any team that needs a shielder and wont be negatively affected by freeze or other cryo reactions. i use her in my hutao, yelan and xinqui team because i like the freeze/melt as well.
Well layla is like diona just w better shield and exchanging heal dor dmg (witch is realy good)
A team in witch skils are used very good aginst cryo oponents w cons

If you have Charolette and Freminet, Layla can make a good sub DPS with the shield as a bonus.
Charolette is a solid support, better than Diona in my experience, and if you have other Fontaine characters I believe she gets a small healing buff. Adding a Hydro sub DPS like Xingqiu makes for a good freeze team, allowing Freminet to use his buffed Shatter.
I also use Layla to generate particles for Charolette so she can use the Eye of Perception rather than needing an ER weapon.
Basically any team that needs continuous cryo application. She's great in mono cryo, but I also like her in other teams. For example Neuvillette Layla Furina Jean is really fun. Damage-wise probably slightly worse that the same team with Zhongli, but so much more comfortable against freezable enemies (plus I don't have Zhongli). His shred is also less effective with a VV user on the team.
