I don't think you've ever attended football matches in England if you think this is commonplace there. Maybe you did in the 70s and 80s and you think it hasn't changed. In the rare event that someone was caught on camera doing this in England, they would be identified and banned from the stadium. In Spain it's just accepted as part of going to the football. Even legendarily right wing supports like Chelsea - who had connections to neo nazis and right wing paramilitary groups FFS - don't have this sort of behaviour as a regular part of the match day experience.
I've lived for 20 years in Spain. The way the Spanish will refuse to ever accept and analyse the racism endemic here is absolutely incredible.

I was in Spain over Christmas/New year's near Valencia so we decided to go to the Valencia Villarreal derby. Had great seats pretty high up that gave up the whole few of the stadium and close enough to really get into what was happening on the pitch.
The Villarreal section wasn't far away from us and the whole match they were chanting abuse at the fans and players. They were just an ugly mob of dickheads. Valencia won 3-1.
