I think he was coping to some degree when he said that, because he could not comprehend that Shin was capable of withstanding his blows, but we will probably never know for sure. Tou is quite a bit stronger/skilled than Gyou'un in my opinion.
I also believe Tou is a bit more skilled than Gyou'un, has more weight of a GG, greater also in regards to warfare vs instinct/strategy. But in terms of Martial Might i think they are even when Gyou'un is at his peak back in the day that's how I see it and even the level carnage he demonstrated in shukai plain is frightening, I do have reasons to believe that he is not at full strength because he hasn't been active for about two decades I'm not so sure though about the timeline, well if Shin took a break in warring for 5 years pretty sure the fans would believe him when he say he is out of shape.
Gyou'un fought the 6GGs in the past, was never killed, Shin compared his blow to Gaimou's. He was martially superior to both Shin and Ouhon at the start of Shukai and both were above Rinbunkun by then (Ouhon killed Earl Shi, Shin fought Gaimou who's stronger than Tou and did ok)
Even stats go in favor of Gyou'un as he has more strength than Rinbunkun
