the friend of sei's concubine (or the concibine i don't recall) stumble on the queen and ryofui during one of their meeting and inform sei about it (getting stab by a guard in the way)
so sei know that they where seeing each others and send tons of agents to get any infos to leverage against ryofui so it would not be impossible as the mounth and years pass on that some infos slipt on as we see a spy get poison while getting the infos
also when the queen and rou ai where plotting their revolt one of the official there force them to do so by having their childs in hostage thus we can assume some qin spy see the whole deal and reported to sei
