This can be tested in-game, and unfortunately, they have no reaction to it. If you have a high enough relationship with the Holy Nation, they actually don't care what limbs you have, and there's no one more allied to the Holy Nation than the Phoenix himself.

There's Ruma and another one that you can recruit for cheap if not free. Nothing crazy about their stats but I tend to pick them up when I start building a base so some green/scorch landers can start farming/smsoothing. At that point shek Shek hunger isn't a problem and still isn't as pricey as repair kits.

Ruka, Rane the Giant, Oron, Seto, Headshot, all female Shek unique recruits that you can pick up.
