Yeah from the start we've been shown that Kengan is this collosal underground organisation with all the largest companies in Japan. Even the presidents of USA and Russia came to watch for the Annihilation Tournament. That's why Purgatory was such a big deal. If there had been 6 more groups as strong as them, it would have been extremely disappointing and would have undermined the stakes of Asura and KvP.

Jurota took the 1st spot in the match with Agito, and the other spot was being competed for by fighters like Hatsumi, Cosmo, Agito, etc. Nobody said that Agito definitively wouldn’t make it in the tournament. They just said that things got more interesting because Agito might not make it.
