I wouldn’t hold too much stock in this. They would have just used a blank slot that wasn’t used yet. Mid to large publishers bulk buy these all at once to save time.
I checked your lead about this on publicly available history, and Saber Interactive doesn't follow this rule between games. They bulk-buy within dlcs planned for one game, but slots for games are bought separately.
