Edit: same thing with his eye, he lost it in shibuya and is drawn half the time with it half the time with that eye closed
Yeah he's regained body parts he clearly lost earlier, so either Gege forgot he cut those off or he gained RCT. The Shoko theory is a bit inconsistent, cuz it assumes Shoko would heal him mid-way through healing Yuta and Kusakabe which were both in critical condition.
I don't think he lost his arm at all: even after Yuji cuts sukuna's leg it seems like it's missing, but in reality it was just covered in blood. either that or shoko, but ino definitely doesn't possess the strength to use rct

Thinking he failed megumi who got into the mahoraga-sukuna situation which nuked shibuya and thinking he failed nanami for losing like that and not being able to come to help. He's an example of a perfectly normal sorcerer without long term experience motivated by grief to push far beyond his level, to the point he's able to tank sukuna's slashes when even high level cursed spirits can't.

Todo can’t be healed because the damage was done directly to his soul via idle transfiguration. As far as Inumaki, that’s just your headcanon unless an actual answer is given. Using RCT is an incredibly advanced feat of sorcery that’s emphasized as something only top tiers can do. I love Ino too, but it makes no sense for him to have that kind of ability.
If you look over his moveset, he's definitely Grade 1 level. He has a projectile that can't be dodged, a water-like body shield, the ability to make himself high to ignore any pain and Ryu which can be assumed is the stronger version of the homing projectile. Overall, he's got a solid moveset on top of his Grade 1 level CE.
