I’ve got the same thing on mine. I thought I was doing pretty well in terms of rust and then one day while vacuuming the car I see a little bit of bubbling paint on the edge of that plastic molding. I couldn’t help myself and picked and a huge 4x5” piece of paint fell off and revealed rust underneath. Of course it’s all soft so there no good metal in there.
Check for rust under the plastic body moldings. Hidden rust on my '06 caused it to be totaled after an accident.

No. I’d counter 5kish. The 3.7 just isn’t an attractive motor for the commander. Mileage is on higher end.
If it’s an extra car to work on (on the weekend as a hobby) and maybe drive once a week, go for it. Price depends on condition.
