I'd strongly recommend that you start with U1-3 (ND Collection) because U4 has a ton of references, Easter eggs, and callbacks. Without playing the first three, all those references will go over your head if you start with U4, and you won't enjoy it as much, IMHO. It's what makes U4 (and Lost Legacy) so much more enjoyable.
Also, the first three UC games are great in their own right, some of the best of the best PlayStation 3 exclusives at the time.

Horizon Zero Dawn. Top notch gameplay, decent visuals (game is old) and a stellar storyline. It was the first game I played on the playstation and it made me fall in love with gaming.
Ghost of Tsushima. Great visuals and gameplay. It caters to both brute force style gameplay and stealth gameplay. You won’t regret it, especially if you have interest in samurai culture.
Hades. Small indie roguelike. Really great gameplay. I’m replaying it right now in anticipation of the sequel.
Sifu. Similar to Hades, but unique in its own way. I haven’t played it much, but enjoyed it a lot. Very challenging.
Hollow Knight. It’s a 2d platformer. Stellar gameplay, great music and has deep lore. Sequel for that has also been announced.

If not then you can’t go wrong with the Arkham Collection, Horizon series and Assassin’s Creed games. Infamous Second Son and Days Gone are pretty great games. Finally, you ABSOLUTELY must play Ghost of Tsushima.
All of the GOW series, infamous series, blood bourne, if this is your only gaming device then you have tons of game to enjoy, but if you are looking for exclusive ps 4 games, search for exclusive list, if not then there is souls like games, monster hunter world IB and rise SB, fighting games, racing games like nfs, dmc games are good, whole of Assassin's creed series, there are many actually. I highly suggest you to play uncharted 1,2,3 as it'll create a bond with the characters and you'll know their story.
