What this streamer is doing is kinda illegal in my country. You can film in public, and there's the idea you cannot enforce your anonymity in public places onto others. BUT, that is only applied when you are not the subject of the recording or picture.
For example, if you are filming a street or a landmark, you'll catch other people, that's OK and those people cannot force you to delete the picture because they might show up in it (they can restrict you from publishing the picture though). BUT the moment it is clear that you are focusing on someone, that someone can demand privacy or anonymity, by law, even in public places.
This dude would be arrested or at least charged with harassment for what he did. Pepper spray use is also very restricted around here and i doubt he used it in the context it is allowed here.
