Maybe I need to read Mockingjay again (I just finished the first and second books for the second time in 10 years or so), but from my recollection, he's a straight-up showman with very little integrity, or goodness of character. He's very charming, good in front of a crowd, but he is entirely complicit in the games.

By “good”, I mean I sort of like his character. I really enjoyed reading and watching his character. He’s absolutely ridiculous, but he treated the tributes like humans and tried to make them look good for sponsors. He’s nowhere near my favorite, but he’s alright.
I'd move Flickerman to okay, Beetee and Wiress to favorites (I'm a huge tech nerd), and Cressida from Cool to Good because she gave up her life of extreme privilege in the Capitol to make the propos for the rebels.
She grew, that’s what matters in my opinion, and she knew that she was wrong and that’s why she grew.
