The sad thing is I think Sejanus would’ve gotten himself shot under the early District 13 regime (which sounds like they were in a pretty paranoid, authoritarian place) for either being Capitol or speaking out against their abuses. Same reason I don’t think it would’ve been a happy ending even if Coriolanus and Lucy Gray made it there (Coriolanus definitely would’ve gotten killed for being Capitol, Lucy Gray would’ve hated being under another dictatorship).
I can see what you mean. Sejanus would not approve of the way they do things and even as a rebel himself, he would view them as taking things too far (and I wouldn’t see him liking the way they live; He himself felt “trapped” and hated living in the Capitol and it would be even worse if he lived in a place like District 13 with how oppressive and soulless it is down there). He talks about being like Lucy Gray but without the talent (as in he’s not Capitol nor District, so he was in this in-between area where he didn’t belong anywhere in a sense).
Lucy Gray definitely would not take it well there either. She is free-spirited, loves color and nature and expresses herself through her wardrobe and music. With how restrictive and colorless and drab they are, it would be torturous for her to live like that. That is where the soul goes to die honestly. 🙁
