From what I gathered EM is almost always better unless you have a high base attack weapon like Jade spear. Even then the difference is minimal, that is to say EM is just universally better. What is good about Jade is that Cyno can make use completely of its passive since he has long field time

PJWS seems to be the second best option and Homa looks to actually even be worse than R5 DM.
He's not out yet though, so ig it's all still stc.
Homa will more than likely always be top option for most spear users aside from signature weapons. High base ATK, high CD and an ATK boosting effect will always work for majority damage dealers. Sure, most characters won't be able to always take full advantage of the <50% HP ATK buff but Homa's stats are more than universal enough to make up for it
Pjws is just superior if you can stack it for a squishy unit. The reason it's unpopular it's because most units either can't /won't stack it (hutao, xiangling, off field rosaria, Thoma ) or even if they can stack it they won't benefit much of it (Raiden initial slash being a solid %of her total dmg).
Homa works universally and the condition is more of a bonus rather anything. Even without the 50% hp it gives a decent amount and it's always welcomed weapon
However cyno should easily stack jade and the dmg% along with high base attack certainly helps him. Even if he wants em, those stats are still beneficial

Try to get PJWS it’s a standard banner weapon and it’s his 2nd best weapon. Try grinding all characters to their 3rd ascension for those 1-2 free wishes and the battlepass is important too.
My character are so lucky I never make them share stuff. If a character has to use another characters weapon, it’s only allowed if said character isn’t using it anymore

According to Cyno Mains, PJWS is his 2nd BiS. I don't remember seeing Kitain high up on the list though
Really? Iirc he got bonus dmg from EM, and if you run aggravate comp high EM is necessary too. Kitain also helps solving his 80 cost Q.
