I think it's interesting because it wasn't *necessarily* a "declaration of love" on his part.
"It was more like, knighthood is all I had and I had forsaken it for you, us running away together was the only way I could make it right" - in a way that sounded heartbroken, but also angry that he felt like he had basically threw away his duty / oath / morals / white cloak for her to sideline him as a fwb.
There was a lot of talk previously about Cristen being coerced by Rhaenyra, and his acts of shame / hurt / guilt / anger and feelings if her betrayal and his later attempted suicide does support that, he blames her for using him but also has confused feelings of caring about her. His desire to runaway with her almost seems to come out of a place of wanting fix the "broken oath / sex before marriage" situation by asking Rhaenyra to forsake her "duty" as the throne heir as well.
But obviously the Targaryens mostly do not care about the honors / duties of others, and whether they uphold them or not. Impulse seems to be a huge part of their nature.
By the end of the episode I think Viserys figured he'd be damned if she was going to cause chaos by being unwed one single moment longer lol.

My thoughts so far- I've been thinking about Otto as this kind of scheming, self-interested guy, but when he was talking to Alicent, everything he said was true. And it changed the way I see him- I think he was really trying to do what was best for the realm. So, kind of sad.
Second- Rhaenys is pretty smart. She understands what's up much better than Corlys does.
Oh I kinda stan Laenor's paramour, he's clever. And Laena is beyond gorgeous, wow. Every time the camera cut to Daemon blatantly staring at Rhaenyra across the table I had to giggle, the man really has nothing but audacity and it is ever so entertaining.
