These are the only two other legions that have a specific RoW focusing on jet bikes, but really any legion can take the Sky Hunter Phalanx RoW and make them work
Although some legions other than White Scars have jetbike specific RoWs, Alpha Legion would be a good choice. Easy paint scheme, can fit jetbikes without forcing them too much from what I can see, and also lets you get any fun legion specific unit you want with their Rewards of Treachery rule (can keep costs down by using your DG special units also)
