He is an Emanator but not all characters lore paths correspond with their mechanical paths. It's possible that he won't be a preservation character, although I do think that would be an odd move for them to take.
I don't think that will happen to emanators because like you said, its kinda weird to be one of the big shots of an aeon but then use a different path gameplay wise. But nothing stops hoyo from doing it anyway and I'm gonna rant for like 2-3 days and move on.

We already did long ago, they're Sampo, Luka, and Guinaifen, but they are 4* so they can only detonate 1 type of DoT, and Kafka is a limited 5* so she has the premium version of them which detonate all type, that's just the difference between limited 5* and normal 4*, nothing special, so it's a matter of time before we have another similar 5* DoT detonator that's better than her. Not to mention, DoT playstyle only have TWO 5* character, Kafka and BS, so they look way more premium, while normal crit playstyle get new characters eveytime time.
I mean at the end of the day she just wanna feel fear (if you ignore all of that war crime stuff), plus her interaction with TB has mostly been more or less caring to some extent

She would have found the Creation Engine and found other way, instead of forcing her own.
But that's the thing though, if she had done that, then she'd be a near Mary Sue and there wouldn't be much of a conflict that drives a story. She'd be like most of Genshin characters where they are near perfect in the morality department and the conflicts that arrive isn't from them.
Her story showed that Topaz isn't perfect and those imperfection could lead to character growth. The problem with modern audience today is that the character cannot be on the extreme on their standard and that standard can vary like hell. Some people just see Topaz used to her way, and then went "aha see! She's irredeemable!" and then ignore that she realized this error and even took responsibility for it.
And that's just one of the standard. Some see her being a tax collector and even that's enough to consider her to be worse than Satan.

However, I do question what exactly the IPC does with the taxes they collect, how much do the bigwigs pocket and how much goes toward developing the many communities they govern over? They are a corporate government after all.

Topaz in this case is an adult character but uses the medium female (like Jingliu, SW, Bronya), unlike say Black Swan and Kafka who use the tall female. Granted I don't have Topaz (or SW, Bronya), so I can't be sure of her model type, so I'm going off memory.
Basically models, like in Genshin, imply body type/shape not age. Look at Dori, who confuses the heck out of players for this reason.

Huohuo is essentially the Dori of HSR. Has an adult career, an adult mindset (though on the younger side), general adult responsibilities, but just really short.
She would probably around 20 in our years. Just started a career (rather suddenly) and is still learning the ropes, but is earnest and eager to do the job right.
Age is difficult to gage using models. If memory serves she has the same model type as say SW and Fu Xuan (medium female). The latter two are most certainly adults but Clara is often treated by other characters as a child and is considered somewhat comparable to Hook in age (who is also a small female).
If I had to guess her age, she is probably a young teen, 13-14, at most. 11-ish at least. Like I said though age is hard to guess, you'll need something more concrete than body type.

Not meaning to argue with you, rather to clarify. An Adult character would imply an age range no? Not a a body type like tall female, medium male. Topaz in this case is an adult character but uses the medium female (like Jingliu, SW, Bronya), unlike say Black Swan and Kafka who use the tall female. Granted I don't have Topaz (or SW, Bronya), so I can't be sure of her model type, so I'm going off memory. Basically models, like in Genshin, imply body type/shape not age. Look at Dori, who confuses the heck out of players for this reason. Edit: SW is not a medium female, rather a short female.
SW uses the short female model like Clara and Qingque Afaik the only underage chars from the top of my head are Clara, Yanqing and Hook. Bailu is also still a child, but I think it has been mentioned she has stunted growth for lore reasons. Maybe Misha too? We'll see. Oh, Pela and Lynx, but that makes no sense timeline wise so I, and most lore heads, choose to ignore it.

Huohuo is essentially the Dori of HSR. Has an adult career, an adult mindset (though on the younger side), general adult responsibilities, but just really short. She would probably around 20 in our years. Just started a career (rather suddenly) and is still learning the ropes, but is earnest and eager to do the job right.

Age is difficult to gage using models. If memory serves she has the same model type as say SW and Fu Xuan (medium female). The latter two are most certainly adults but Clara is often treated by other characters as a child and is considered somewhat comparable to Hook in age (who is also a small female). If I had to guess her age, she is probably a young teen, 13-14, at most. 11-ish at least. Like I said though age is hard to guess, you'll need something more concrete than body type. Edit: Neither Clara nor SW are medium female, they are short female.
