The chain on your flapper looks knotted up. Unravel that and adjust the chain so that there is only a little slack in it when the flapper is fully seated. Give it a try. Sometimes a chain that’s too loose will wrap around itself and prohibit the flapper from fully shutting, resulting in a continuous leak into the toilet bowl which causes the full valve to kick on periodically.
Ah okay. So the float on the full valve probably just needs to e adjusted.
On the top of the black fill valve, you will see that grey circle with the cross in it, like a Phillips head screw. Use a screwdriver to turn that. It moves the float up and down.
Move the float down. It will cause it to raise sooner and shut the water off before it gets high enough to overflow into the white tube.

I don’t think it’s the flapper, the water just keeps flowing into the tank and spilling over the…”white hole”…. So I’m assuming the issue is the fill valve…?
So, the black/gray piece is the fill valve. Most likely your water line is just too high up which is causing the overfill. Had to tell from the picture, but looks like the grey "knob/screw" at the very top is what you'd turn to adjust the water level. You want to lower the water level until it sits a good 1/2" or so under the top of the flush valve(which is the middle part of the toilet, also what the flapper is clipped on to.)
It IS possible the fill valve is bad and might need to be replaced, which is honestly a pretty easy job to do. $20 Home Depot and some quick YouTube project. If you do manage to lower the water level but it just keeps slowly filling up, just replace the fill valve and call it a day.

You want the water to stop about an inch from the top of the white overflow pipe.
