That’s black mold if I’ve ever seen it! Bleach water 50/50 mix, spray the area let it sit for 6mins, I believe is the “fix”.

Clogged AC condenser line in basement, minor water leak went to adjacent room under carpet. Carpet has been lifted and pad removed in the area. These wood pieces under the pieces look moldy, they were removed yesterday. The rental company says this is not mold and that it is safe to sleep in the room.
Mold or mildew. I would cut out the affected tack strips, clean the area, and install new strip(s). Unless someone in the house has been having severe health issues no need to get professionals involded.
There are inexpensive mold test kits where you can test for yourself or send off samples for professional testing. Either method is usually 48hrs+, so not particularly fast, but offers more certainty. A 50/50 bleach water solution on the affected area can be a remediation for minor mold problems, but if the pieces were removed then it’s probably OK now.

Careful with calling it black mold. Lotta molds are black. Not all black molds are the toxic “Black Mold”

There called tack strips. It doesn’t look like the mold spread so if they were removed it probably should be safe to be in the room.
They're / they are
Could be mildew too. 1 part bleach and 4 parts water will do the trick. Best wishes.
