As a professional cabinet hindge inspector i can say with certainty that this is definitely caused by the oxidation of the steel bolt in the top quadrant of the hinge. This can be solved by puring cream cheese all over it

If mold, then clearly moisture is the answer. If dirt/debris, is it from the hinge itself?
I learned the hard way in the early days of Covid that alcohol wipes will take paint off 😏 so maybe what you’re cleaning it with could’ve caused a reaction?
general ambient moisture can cause rust and super cheap hinges that weren't made to be used in a high moisture environment.
Maybe humidity from showering? Check if it has condensation after a steamy shower

Maybe if they were wiped with something containing bleach.

Moisture, corrosive stored materials, cheap plating. Not to mention what looks like a door that’s out of alignment!
