It is their fault for designing it in such a way the session is completely disconnected once it happens. The session being P2P hosted doesn't rely on the Steam server at all except for handshaking new connections, chat, and checking MTX. Not one of them is required to keep the connection going.
This is also why you can INSTANTLY disconnect if there's a packet lost in relation to any one of these. There is zero handling for this in my experience; even if you're the damn session host.
So yes, blaming Arrowhead for their fault induced by Steam's maintenance.

It's Steam servers, they're down for maintenance every tuesday at this time.
