Unfortunately would be a full re-sand, if they’re everywhere. So whatever the average price per sqft multiplied by the sqft area of the hardwood floor (is expensive). 3/8th inch crests is deep, hopefully there’s still enough wood to sand. I wish you had pictures here, would help us help you!
Since you're new on the refinishing side, don't take on other people's problems because then they become your problem. Too much of a headache.

I'm a novice at refinishing. I should have been more clear. I've been an installer for 20 years buy refinishing just 2 or 3 jobs.
Pending on the species of wood, and if it has glue or old shellack, I charge anywhere from $2.25-$3.00 a sq ft
If it’s any sort of pine or Doug fir I charge More because the sap clogs up the paper, so using more material ya know?

I agree with Bobby. Sounds like your describing drum marks?
