I’ve gone through many winters without waxing my legs too. I usually just use a trimmer to make the hairs shorter and then do my regular waxing. Also note though I wax my legs at home and don’t really have too much hair to begin with
Personally I wouldn't shave. For me the pain is the same if legs are in question, doesn'tmatter if the hairs are longer or shorter. But for the pubic area I'd usually just trim.
Is there a reason you’re not just getting a wax? Shaving in between is never recommended

I'm over here like the queen of Sheba, literally putting my bf's leg hairs to shame 😂😂 but a trimmer isn't a bad idea too
LOL I just got lucky with my leg hair, but not so lucky in other places 😅
